A great book set in North Carolina is Three Times Lucky by Sheila Turnage.

Here is the synopsis from Goodreads:

I love Mo and her crazy town.  There are a lot of different characters in this book, and they are all pretty hilarious.  If you like quirky mysteries, then you will love this book!
